Two things. First, the entry cost: an ordinary salesperson is paid to sell, whereas an MLM participant pays to participate. Second, the source of income: ordinary commission comes from selling to end customers who wanted the product, whereas MLM commission comes substantially from purchases made by recruits in order to remain eligible. When money flows upward from participants rather than inward from customers, the structure is the problem rather than the commission.

If most revenue comes from participants rather than outside customers, it is a recruitment scheme regardless of what it is called.
