The prohibition attaches to the existence of a stipulated increase paid for the use of money, not to its size. Islamic law has never set a threshold below which interest becomes acceptable - the Quranic prohibition is unqualified as to amount. A 2.5% coupon on a principal you advanced to the government is the same kind of transaction as a 12% one, differing only in scale.
